and gentlemen: Good morning!
I am greatly pleased to be invited to attend today's opening ceremony of the
2006 International Health Federation Asian Pacific Regional Conference. First of
all, on be half of the government and the 23 million people of Taiwan, I would
like to extend our heartfelt welcome to around 800 internationally renowned
medical and healthcare professionals and leaders from more than 20 countries,
who traveled all the way to Taiwan to participate in this important
international medical event.
I would also like to express my appreciation and admiration for the outstanding
contributions foot
you have made to enhance the standard of medical services across
the globe and improve people's health. Once again let me welcome you to this
Green Silicon Island, this beautiful nation called Taiwan!
This world-class conference, co-hosted by the Taiwan Hospital Association and
the International Hospital Federation, would be th efeet
largest medical conference
that Taiwan has had the privilege to organize in recent years.
It is my expectation that this medical conference can bring Taiwan and the
international community closer and become a remarkable step toward the
realization of the noble vision of international medical cooperation, which
transcends national borders and shortens distances between countries. I also
hope that this conference can offer Taiwan an opportunity to make all possible
contributions to enhance the quality of hospital service in many countries.
?Through the diligence and commitment of its own people, Taiwan has seen great
economic miracles and democratic achievements over the past fifty years. During
the same period, we have also been proactively improving our people's living
standard and developing our healthcare system. Today, the quality of Taiwan's
healthcare system has earned high approval from the international community, and
the UK-based Economist Information Unit once ranked Taiwan as the second
healthiest nation in the world.
Taiwan has actively participated in numerous international rescue efforts and
provided medical aid to many regions, faithfully playing its part in sending
assistance to people around the world. With its advanced medical technology and
its people's readiness to serve those in need, Taiwan, I believe, has the
capacity to make greater contributions to mankind in the area of health and
should be given opportunities to do so.?
Today, the avian flu epidemic is spreading rapidly with the movements of
migratory birds. So far, avian flu has hit more than 50 countries and more are
expected to be affected. ?China, which is separated from Taiwan only by a
strait, has been reporting increasing human casualties caused by the H5N1 virus.
It is one of the hot spots that may have major outbreaks of avian flu. As
exchanges between Taiwan, Hong Kong and China continue to intensify, Taiwan will
inevitably be one of the first countries under threat if an outbreak of avian
flu takes place in China.?
However, to our great regret, China has been repeatedly blocking Taiwan from
participating in the World Health Organization and irrationally obstructing
Taiwan from cooperating with other countries on health matters, including
combating the avian flu. Such behavior has not only caused great losses to the
people of Taiwan, but also shown how seriously China has undermined the
universal value that healthcare shall transcend national borders.
In the future, we will continue to cherish every opportunity to prove to the
world the outstanding quality of Taiwan's medical service and work hard to earn
more international recognition for our nation. I hope that all medical
professionals present will be our avid supporters who will speak for Taiwan's
cause in the international community and help us to not be excluded from the
world's disease prevention network.? It is my great honor to have this
opportunity to meet with top medical professionals from all over the world in
this conference. We in Taiwan have committed ourselves to organizing this grand
International Hospital Federation Asian Pacific Regional Conference, with the
belief that our efforts will help participating medical leaders from many
countries have a deeper understanding of our earnest hope to join international
hospital exchanges.
In addition, our participating foreign friends, from this conference, can also
learn about the progress of Taiwan's medical development and the healthcare
challenges that we are currently facing. Close exchanges between foreign and
Taiwanese medical professionals will enhance the cooperation and interactions
between Taiwan and other countries in the areas of healthcare, disease
prevention and rescue operations.
In closing, I would like to invite you to kindly share your insights and
experiences during this conference. Let us work hand in hand toward the ultimate
goal of "Health for All."
I would also like to express my appreciation for the Taiwan Hospital
Association's commitment in organizing this conference, and I believe that this
conference will be a precious chapter in the history of international medical
